OF-2057: Send PEP notifications to PEP Service owners connected resources XEP-0136 mandates that notifications are sent to all connected resources of the owner of the PEP service (subject to notification filtering).
OF-2061: The default configuration of PEP nodes should be to persist items
When clients do not explicitly set this option (and Conversations, for example, doesn't), then data will 'disappear' over time.
